World news – The government is demanding entries in Covid-19 vaccine passports

Evidence gathering will fuel development of the UK's proposed Covid-19 vaccination pass system.

As part of its review of the proposed Covid-19 vaccination records, the government is launching a call for evidence to seek input from organizations and individuals with relevant expertise and interested members of the public.

As the Prime Minister noted in Outlined its roadmap for exiting Covid-19, Westminster is looking into whether a technical vaccination record could help reopen the UK economy, ease social restrictions and improve public safety in the future months.

Such certification – which is likely almost inevitably focused on a mobile application – would likely use test or vaccination data to confirm in different environments that the risk of the virus being passed on is lower.

The review will include aspects in terms of ethics, equality, privacy, legal and operational e factors are taken into account and examined what limits organizations must put in the use of certifications.

The Minister of the Cabinet and Chancellor of the Duchy of Lancaster, Michael Gove, who leads the investigation, said: Certification is an important part of our plan to help reopen the country and normalize it.

“However, we recognize that there are complex issues of ethics, privacy and inclusion that need to be fully addressed. For this reason, I would like to get as many views as possible about Covid Status Certification and its potential implications to aid the review, « said Gove.

We are currently testing live a proposed vaccination record solution, supported by Mvine and iProov Developed by Innovate UK using funds originally announced during the first wave of the pandemic. Two studies are to be published in the next 14 days. The technology uses an unspecified “mathematical model” of the user’s face to link it to a reference number associated with their Covid-19 test or vaccination.

This process is claimed to make it possible To prove your Covid-19 status and that doctors and nurses can verify that this is correct by making sure that this status is linked to you and no one else. This allegedly does not require specific identification of individuals and that no identity is recorded or stored.

However, many data protection fighters are unsure whether such measures are effective or appropriately applied. Commenting on the February review, Jim Killock of the Open Rights Group said, “Vaccination records can be extremely discriminatory and compromising privacy. They could be used as an excuse for ID cards through the back door. And the supposed benefits can be limited and temporary. “

The review should take place before the planned fourth step of the lockdown-easing plan, which is currently scheduled to take place on June 21 at the earliest. If carried out as hoped, all legal restrictions on social contact and the termination of the lockdown will be effectively lifted.

Westminster has also released the mandate for its review, which sets out the full objectives and scope and a timetable for the reporting is set out. This can be read here. The call for evidence remains open until Monday March 29th.
